Claiming that gays and lesbians were already well-represented in Congress, Commission on Elections (Comelec) Commissioner Nicodemus Ferrer Monday defended the poll body’s decision to deny Ang Ladlad’s petition to run as a party-list group in the May 2010 elections.

In Donna Pazzibugan’s article “Jalosjos seeking Absolute Pardon“, she writes:
It is deemed that an absolute pardon from the President would restore Jalosjos’ political rights including his right of suffrage (the right to vote and be voted upon), which he lost when the Supreme Court affirmed his conviction.
My friend would like to know who “deemed” it. Is it a fact? If so, can you just say:
